Democratic Gov. Andy Beshear proposed awarding the largest pay raise in decades to Kentucky's public school personnel, upping the ante Wednesday in his competition with Republican challenger Daniel Cameron, who offered his own plan to boost salaries and overcome pandemic learning setbacks. The rivals in the November election outlined ideas for boosting K-12 education on back-to-back days, staking out positions on an overarching issue. Their gubernatorial showdown is one of the nation's most closely watched this year as the Democratic incumbent tries to win reelection in the red state. Beshear garnered strong support from teachers in winning the governorship in 2019, naming an educator as his running mate and vowing to make education his top priority. Cameron is trying to make inroads, having apologized for an ex-GOP governor's feud with educators and unveiling a plan to boost starting teacher pay and develop tutoring programs for students who fell behind during the pandemic. Beshear countered Wednesday with his own plan highlighted by an 11% pay raise for teachers and all school personnel, including bus drivers, janitors and cafeteria staff. It would amount to the single largest raise for Kentucky public school educators in at least 40 years, the governor said. “You can’t catch a kid up on math without a math teacher, and we cannot remain competitive with other states if we don’t pay teachers closer to what they’re worth,” the governor said at a news conference. The governor said his plan would fully fund student transportation. He said that funding, along with the pay raise, would help avoid problems like what occurred in Louisville's district, where schools closed for more than a week after a redesign of bus routes resulted in long delays on the first day of classes. Beshear's plan was in the works long before Cameron unveiled his proposals Tuesday, the governor's office said. Kentucky ranks 44th nationally in average teacher starting pay and 40th in average teacher pay, Beshear said, citing statistics from the National Education Association. An 11% raise — a $1.1 billion expense over two years — would vault Kentucky to the middle of the pack. With a record budget surplus and strong economy, the governor's proposals are affordable with “plenty of space” to meet other demands, State Budget Director John Hicks said. On Tuesday, Cameron proposed setting the statewide base starting pay for new teachers at $41,500. That would have a ripple effect by lifting pay for other teachers, he said. “What our plan entails is making sure that we get every county in our commonwealth up to that number, so we can ensure that our teachers are in a position to take care of themselves and be confident in the classroom as they work with our students,” Cameron said. Beshear said the average teacher starting salary in Kentucky is $38,010, based on NEA statistics. He said his proposal would raise that to $42,191. The governor pledged to continue pushing for state-funded pre-K for all 4-year-olds if he wins a second term. The proposal made no headway previously in the Republican-dominated legislature. Beshear said his plan includes fully funding teachers’ pensions and medical benefits to ensure there's no increase in health insurance premiums for school employees. A key part of Cameron's plan would develop an optional, 16-week tutoring program for math and reading instruction. Students falling behind grade level would get first priority, he said. The proposal mirrors initiatives already started by some school districts. It's a response to statewide test scores last fall that showed fewer than half of students were reading at grade level. Lower across-the-board scores were posted in math, science and social studies. National test scores showed it’s a problem across the U.S. as schools try to recover from the pandemic. Cameron blames Beshear for learning setbacks during the pandemic, when schools shifted to virtual learning, saying it put many students at risk of losing “their God-given potential.” The governor supported school closures during the height of the pandemic to protect people from the virus. He prioritized vaccinating teachers to get schools reopened and says his policies reflected recommendations from then-President Donald Trump's coronavirus task force. Kentucky lawmakers have generally followed their own course in setting education policies. The two-year budget passed last year funded full-day kindergarten and poured money into teacher pensions and infrastructure. They increased the state’s main funding formula for K-12 schools, but the amount was considerably less than what Beshear proposed. The governor chided lawmakers Wednesday for “shorting” districts in allocations for school transportation. “If you want to solve transportation issues, then we need to pay bus drivers enough,” Beshear said. Elon Musk’s X, formerly known as Twitter, slowed down access to rivals and news organisations, according to a new report. The company seemingly added a delay of as long as five seconds when people clicked on links to go elsewhere on the web, according to a Washington Post report. The delay was applied to a host of rival websites, including Facebook, Instagram and Bluesky. It was also used on the websites of news organisations that have been critical of Mr Musk, such as Reuters and the New York Times. Clicking a link on X to one of the affected websites resulted in a delay of about five seconds before the webpage loaded, the Washington Post reported, citing tests it conducted on Tuesday. Reuters also saw a similar delay in tests it ran. By late Tuesday afternoon, X appeared to have eliminated the delay. When contacted for comment, X confirmed the delay was removed but did not elaborate. Billionaire ElonMusk, who bought Twitter in October, has previously lashed out at news organizations and journalists who have reported critically on his companies, which include Tesla and SpaceX. Twitter has previously prevented users from posting links to competing social media platforms. Reuters could not establish the precise time when X began delaying links to some websites. A user on Hacker News, a tech forum, posted about the delay earlier on Tuesday and wrote that X began delaying links to the New York Times on Aug. 4. On that day, Musk criticized the publication’s coverage of South Africa and accused it of supporting calls for genocide. Reuters has no evidence that the two events are related. A spokesperson for the New York Times said it has not received an explanation from X about the link delay. “While we don’t know the rationale behind the application of this time delay, we would be concerned by targeted pressure applied to any news organization for unclear reasons,” the spokesperson said on Tuesday. A Reuters spokesperson said: “We are aware of the report in the Washington Post of a delay in opening links to Reuters stories on X. We are looking into the matter.” Bluesky, an X rival that has Twitter co-founder Jack Dorsey on its board, did not reply to a request for comment. Around half of the Twitter users who actively posted about climate and environmental issues have left the social media platform since Elon Musk took over, new research has found, raising concerns over the “troubling implications” of this mass exodus. The research, published in the journal Trends in Ecology & Evolution on Tuesday, says that nearly half of Twitter users who identified as environmentally oriented had ceased being active on the platform. The authors of the study analysed the sample of 380,000 users who tweeted about climate and environment at least once in 15 days. The study found that within six months of take over by Mr Musk, around 47.5 per cent of these users became inactive. For comparison, the researchers also looked at a control group of 458,000 users who tweeted about US politics, and found that only 21 per cent of these users became inactive in the same period. The research took place between December 2022 and May 2023 and was led by Charlotte Chang, assistant professor of biology and environmental analysis at Pomona College. Researchers say this mass exodus shows the changes in Twitter’s ownership and how the platform is run has real-world impact. “Twitter has been the dominant social media platform for diverse environmental interests to communicate and organise around advocacy goals, exchange ideas and research and new opportunities for collaboration,” the authors wrote. “Currently there is nothing on the horizon to replace it, putting at risk robust idea-sharing on topics such as extreme weather disaster responses, preservation of biodiversity and climate change.” The social media giant, now called “X”, has gone through a series of shake-ups and changes since the Tesla founder bought the platform in October 2022. However, the platform has long stood as a vital source for real-time information and public mobilisation. Recent findings suggest that hate speech has increased substantially after the Twitter sale and that engagement increased much more markedly for contentious right-wing actors, the study notes. Researchers say changes since Twitter’s acquisition likely have ripple effects for other user segments as well, such as the climate policy sphere, or future disaster response after extreme weather events. Twitter, rebranded as X, is now officially turning Tweetdeck into a paid service and placing it behind a paywall, after slowing down access to rival social media platforms including Meta’s Threads and Facebook. Tweetdeck, which was also rebranded recently to “X Pro”, now requires a Blue subscription to access it. The latest change follows Twitter’s announcement in July that users must be “verified” to access TweetDeck. Non-subscribing users visiting Tweetdeck’s website are now being redirected to a page promoting signup to Twitter’s premium service. Tweetdeck, which allows users to access different accounts and multiple custom feeds, was one of the most popular Twitter third-party apps, and was acquired by the social media company in 2011. Twitter has tried to make its premium subscription more enticing to users with added features like ad revenue sharing, formatting, and higher rankings in conversations. Now it appears the social media company, rebranded as X, is hoping the addition of XPro to this list of added features would attract more premium subscribers. On Tuesday, X also appeared to slow down the loading times of some of the platform’s competitors such as Meta’s Facebook, Instagram, and Threads as well as Substack and news media sites posted to X. Links posted to X from some websites were taking about five seconds longer than usual to load on Tuesday, but the platform began reversing some of the changes restricting quick view of news sites. Meta chief Mark Zuckerberg reacted to a post on the issue with a “thinking face emoji”. “Substack was created in direct response to this kind of behaviour by social media companies,” the company’s founders, Chris Best, Hamish McKenzie and Jairaj Sethi, said in a statement. This is not the first time X, formerly Twitter, has taken decisions to restrict access to rival websites. In December, X-owner Elon Musk announced he would ban “free promotion” of other social media services, and also suspend accounts encouraging users to move to other platforms. This announcement came as the platform’s rival Mastodon was growing in popularity, partly due to users’ discontent with changes made by the Tesla titan to Twitter since his takeover of the company. “We will no longer allow free promotion of certain social media platforms on Twitter,” Mr Musk said before the company decided to reverse its decision.
