A “moral panic” will be caused by the use of self-driving vehicles on public roads, a transport minister has warned. Jesse Norman told MPs that a “horrendous” part of the development of the technology will be “scare stories, particularly in the early stages”. Last month the UK became the first European country to allow drivers to take their hands off car steering wheels on public roads, after the Department for Transport gave manufacturer Ford permission to activate its BlueCruise system on motorways. This controls functions such as steering, acceleration, braking and lane positioning. Asked about the safety of self-driving vehicles by the Commons’ Transport Select Committee, Mr Norman said: “The horrendous thing about this is that we can be rationally certain there are going to be some scare stories, particularly in the early stages, because of the diversity of human life. “It’s a really interesting question of consent and democratic engagement as to whether or not we as a policy, as a country, are able to weather that moral panic in the pursuit of a future which might lead to an enormously larger number of people not dying.” The safety record of self-driving vehicles will be “intensely publicly scrutinised”, the minister predicted. He added: “As people understand the difference between assisted and self-driving (systems), we ought to be able to create a public environment in which there’s acceptance and understanding of that situation, but we can’t bank on it.” Committee member and Conservative MP Paul Howell compared the issue to smart motorways, where “public opinion kicked back hard” as people “didn’t perceive (them) as being safe” despite data suggesting otherwise. The Government announced last month that no new smart motorways would be built, with Transport Secretary Mark Harper citing a “lack of public confidence”. National Highways figures indicate they are England’s safest roads in terms of serious or fatal casualties. Meanwhile, Mr Norman earlier told the committee that evidence suggests e-scooters tend to be used to replace journeys that would have been made by walking or cycling, rather than in a car. Rare footage of an octopus having a 'nightmare' has been captured and it is fascinating scientists who study the creatures. The footage comes courtesy of The Rockefeller University in New York where an octopus named 'Costello' was studied for 24 hours a day in a laboratory. In papers published by bioRxiv, they found that on at least four occasions the octopus woke up abruptly and began flailing its tentacles, changing colour, shooting black ink into the water and displaying "antipredator and predatory behaviors." The experts put this behaviour down to temporary stress which they believe was likely caused by a bad dream or even a memory from a previous traumatic moment. And then he just got up like nothing had happened, and he resumed his day as normal." When suggesting that Costello could have been dreaming about the attack the scientists noted: "can result in long-term behavioral and neural hypersensitivity." There has also been suggestions from Robyn Crook an associate professor of biology at San Francisco State University, who was not involved in the study, that Costello's behaviour could be down to something called senescence, which is when an octopus' body begins to break down before their death. Ramos concluded that he could not "exclude that senescence could be one of the drivers of this." This is not the first time footage of this nature has been captured. Apple has denied claims that its iPhone 12 emits illegal levels of radiation for users, amid fears that the phone could face a Europe-wide recall. France’s National Frequency Agency (ANFR) said on Tuesday that tests had revealed unusually high levels of electromagnetic radiation being emitted from the device. The smartphone, which was released in 2020, has a reported Specific Absorption Rate (SAR) that is 40 per cent above the legal limit, according to to agency. The ANFR therefore ordered Apple to halt sales of the device and warned that a recall would follow if Apple fails to fix the problem. A spokesperson for Apple told The Independent that it contests the results of the findings made by the AFNR and is engaging with the regulator in an effort to prove that its iPhone 12 is compliant. The US tech giant said it has provided the ANFR with independent third-party lab results proving the iPhone 12’s compliance, and has already been certified by multiple international bodies that it meets SAR regulations. The Independent has reached out to the AFNR for comment. Other regulators across Europe have warned that the French findings could have implications for the rest of the continent, with Belgium, Germany and the Netherlands all signalling that they might follow the sales ban. Dutch digital watchdog Rijksinspectie Digitale Infrastructuur (RDI) said on Wednesday that there did not appear to be an “acute safety risk” but that the Netherlands attached “as much importance as France to safe use of mobile phones”. On Tuesday, France’s junior minister for digital economy said that the ANFR’s findings would be shared with other EU member states, warning that it could have a “snowball effect” for the smartphone maker.
