Parents should be held accountable for the actions of children taking part in criminal social media crazes, the chairwoman of the Association of Police and Crime Commissioners (APCC) has said. Donna Jones said she believes parents could be fined over the behaviour of youngsters who take part in incidents such as the mass looting seen in London’s Oxford Street last week. She said it is a sign of “societal breakdown” and parents should be disciplining their children and teaching them that such acts are “morally abhorrent” to prevent further incidents. The Hampshire Police and Crime Commissioner also highlighted a craze in Southampton in which a “handful” of 15 to 17-year-olds took paracetamol to see who could stay in hospital the longest. The former magistrate told the PA news agency: “This is a real indication of societal breakdown. “This has not just suddenly appeared from nowhere. We’ve seen the warning signs of this coming for a really long time. We know these type of incidents are happening in America, and what happens in America very often gets here within a 12-month period. “Hundreds of young people rampaging through London shops, which are putting their security shutters down… You know, this is Britain in 2023. “This is incredibly worrying, and somebody needs to call it out. I support her in that but I’m going one step further to say the draw on police resources is wholly unacceptable. “This is mindless vandalism, and it’s also criminal activity in terms of shoplifting and theft, looting, mass looting. “This is taking away police hours from operational policing that they should be doing to keep genuine people that need protecting safe. “We need to send a clear message – this is not acceptable and the parents need to be held accountable.” Ms Jones said parents could be forced to pay the fines for the criminal behaviour of their children under the age of 16, or under 18 if in full-time education. We also have to call out the lack of discipline – parents need to be parenting their children and teaching them right from wrong. “Any parent or guardian of a young person who believes that they were in central London last week and could have been involved with that should be sitting down with that young person, having a really strong conversation with them about exactly what they have done, how it’s completely unacceptable. “It’s criminal, and morally it’s also an abhorrent thing to do. That’s certainly what I would be doing if it was my children. “And I’d like to think that’s what all decent good parents and guardians of young people should be doing, otherwise this is never going to stop.” Ms Jones also called on social media companies such as TikTok to investigate and crack down on posts orchestrating flashmobs which encourage criminal behaviour or explain publicly what action they are already taking. Scientists have seen one of the mysterious “dark spots” on Neptune from Earth for the first ever time. Researchers spotted the feature using the European Southern Observatory’s Very Large Telescope, or VLT. Using that telescope, astronomers were able to examine a large dark spot – which was joined by a smaller, bright spot, they said, of a kind that has never seen before. Scientists still do not know why those spots form on Neptune’s blue atmosphere. But they hope that the new observations could help answer questions about their origin. “Since the first discovery of a dark spot, I’ve always wondered what these short-lived and elusive dark features are,” said Patrick Irwin, professor at the University of Oxford and lead investigator of the study. It has already helped rule out one possibility: that the dark spots are caused when the clouds on the planet clear. The observations instead suggest that the spot is formed when air particles make a layer below the main one go darker, caused by ice and haze mixing in the atmosphere. Understanding the spots has been difficult because they leave the planet’s surface as mysteriously as they arise. They have also been difficult for researchers to actually examine, given the difficulty of spotting them through telescopes. Previously, scientists were forced to send spacecraft to see the spots, and the first was observed in 1989, when Nasa’s Voyager 2 flew past. It disappeared a few years later. In recent years, scientists have been able to examine them with the Hubble Space Telescope, which has seen more spots on the atmosphere. When it did so, astronomers were able to point ground-based telescopes towards them, allowing for more detailed research. “This is an astounding increase in humanity’s ability to observe the cosmos,” said Michael Wong, a researcher at the University of California, Berkeley and a co-author on the paper. “At first, we could only detect these spots by sending a spacecraft there, like Voyager. “Then we gained the ability to make them out remotely with Hubble. Finally, technology has advanced to enable this from the ground.” The new observations allowed scientists to examine the spot using the VLT’s Multi Unit Spectroscopic Explorer, which let them split the light from Neptune and the spot into its component colours. That in turn means that astronomers can understand the height at which the spot sits, and how the atmosphere is composed. As well as helping examine the dark spots, scientists also saw a surprise result: another, entirely new kind of bright spot. “In the process we discovered a rare deep bright cloud type that had never been identified before, even from space,” said Wong. The work is described in a new paper, ‘Cloud structure of dark spots and storms in Neptune’s atmosphere’, published in Nature Astronomy. At this point, the setting of Grand Theft Auto 6 isn't up for debate. It'd be a huge shock to see Rockstar Games swerve the much rumoured Vice City, Florida setting. Of course, there's been no official confirmation of the game's setting or any further details as fans await a hotly-anticipated trailer in early December, but a number of big leaks have pointed directly to GTA 6 following up on Grand Theft Auto: Vice City with a trip to the Sunshine State. With only 'unofficial' signs pointing to Vice City, fans have taken a recent post from Rockstar Games as a pre-trailer confirmation that the GTA series is heading back to Florida, and that the map will be based around Vice City. An X account, GTA 6 Trailer Countdown, posted a capture of a Rockstar Games with the following message: "Rockstar Games just dropped some merch including “IVC” sticker and Vice City-themed socks ahead of the GTA 6 reveal in December." This has lead to speculation that Rockstar have all but 'confirmed' Vice City as the setting of the game. However, some fans aren't convinced that the merch drop means anything at all: For now, it seems like all signs point towards a Vice City comeback judging on the leaks that have already occurred, and a return that should be announced very soon.
